The central economic work conference was held in Beijing from Dec 11 to 12.Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, attended the conference and delivered an important speech.

2. 習近平在重要講話(huà)中全面總結2023年經(jīng)濟工作，深刻分析當前經(jīng)濟形勢，系統部署2024年經(jīng)濟工作。

In his speech, Xi summarized the economic work in 2023, analyzed the current economic situation and made arrangements for 2024.

3. 會(huì )議認為，今年是全面貫徹黨的二十大精神的開(kāi)局之年，是三年新冠疫情防控轉段后經(jīng)濟恢復發(fā)展的一年。

This year marks the first year to faithfully implement the guiding principles of the 20th CPC National Congress on all fronts and is a year for economic recovery following three years of COVID-19 prevention and control, according to the meeting

4. 以習近平同志為核心的黨中央團結帶領(lǐng)全黨全國各族人民，頂住外部壓力、克服內部困難，全面深化改革開(kāi)放，加大宏觀(guān)調控力度，著(zhù)力擴大內需、優(yōu)化結構、提振信心、防范化解風(fēng)險，我國經(jīng)濟回升向好，高質(zhì)量發(fā)展扎實(shí)推進(jìn)。

Under the leadership of the CPC Central Committee with Xi at its core, the entire Party and the people of different ethnic groups have withstood external pressures, overcome internal difficulties and deepened reform and opening up.They have strengthened macroeconomic regulation and control,expanded domestic demand, optimized structures,boosted confidence, and worked to prevent and defuse risks.As a result,China's economy has shown signs of recovery,progress has been achieved in high-quality development.

5. 會(huì )議指出，進(jìn)一步推動(dòng)經(jīng)濟回升向好需要克服一些困難和挑戰，主要是有效需求不足、部分行業(yè)產(chǎn)能過(guò)剩、社會(huì )預期偏弱、風(fēng)險隱患仍然較多，國內大循環(huán)存在堵點(diǎn)，外部環(huán)境的復雜性、嚴峻性、不確定性上升。

It was pointed out at the conference that some difficulties and challenges must be tackled to achieve further economic recovery.Those include a lack of effective demand,overcapacity in some industries, weak social expectations and many hidden risks.There are bottlenecks in the domestic economic flow,and the external environment is increasingly complex, severe and uncertain.

6. 會(huì )議認為，近年來(lái)，在黨中央堅強領(lǐng)導下，我們有效統籌國內國際兩個(gè)大局、統籌疫情防控和經(jīng)濟社會(huì )發(fā)展、統籌發(fā)展和安全，深化了新時(shí)代做好經(jīng)濟工作的規律性認識。

In recent years,under the strong leadership of the Party Central Committee,we have effectively coordinated the domestic and international situations,achieved economic and social development against the backdrop of COVID-19 prevention and control, according to the meeting.We have also ensured both development and security and deepened understanding of how economic work should be done in the new era.

7. 必須把堅持高質(zhì)量發(fā)展作為新時(shí)代的硬道理，完整、準確、全面貫徹新發(fā)展理念，推動(dòng)經(jīng)濟實(shí)現質(zhì)的有效提升和量的合理增長(cháng)。

It is imperative to uphold high-quality development as the unyielding principle of the new era,faithfully implement the new development philosophy on all fronts, and effectively improve the quality of our economy and promote its growth within a reasonable range.

8. 必須堅持深化供給側結構性改革和著(zhù)力擴大有效需求協(xié)同發(fā)力，發(fā)揮超大規模市場(chǎng)和強大生產(chǎn)能力的優(yōu)勢，使國內大循環(huán)建立在內需主動(dòng)力的基礎上，提升國際循環(huán)質(zhì)量和水平。

We must persist in deepening supply-side structural reform and focus on coordinated efforts to expand effective demand, leveraging the advantages of the vast market and robust production capacity, ensuring that the domestic economic fow is based on the proactive force of domestic demand,and improving the quality and level of international economic flow.

9. 必須堅持依靠改革開(kāi)放增強發(fā)展內生動(dòng)力，統籌推進(jìn)深層次改革和高水平開(kāi)放，不斷解放和發(fā)展社會(huì )生產(chǎn)力、激發(fā)和增強社會(huì )活力。

It is crucial to strengthen the endogenous driving force for development through reform and opening up,ensure the advancement of both profound reforms and high-level opening up,continuously liberate and develop social productivity, and stimulate and enhance social vitality.

10.必須堅持高質(zhì)量發(fā)展和高水平安全良性互動(dòng)，以高質(zhì)量發(fā)展促進(jìn)高水平安全，以高水平安全保障高質(zhì)量發(fā)展，發(fā)展和安全要動(dòng)態(tài)平衡、相得益彰。

We must maintain a healthy interaction between high-quality development and high-level security,with the former to promote the latter,and the latter to secure the former,and a dynamic balance is maintained between both.

11.必須把推進(jìn)中國式現代化作為最大的政治，在黨的統一領(lǐng)導下，團結最廣大人民，聚焦經(jīng)濟建設這一中心工作和高質(zhì)量發(fā)展這一首要任務(wù)，把中國式現代化宏偉藍圖一步步變成美好現實(shí)。

Promoting Chinese modernization must be upheld as the foremost politics.Under the unified leadership of the CPC,we should unite the broadest masses of the people, and focus on economic development as the central task and high-quality development as the primary mission,gradually turning the magnificent blueprint of Chinese modenization into reality.

12.會(huì )議強調，做好明年經(jīng)濟工作，要以習近平新時(shí)代中國特色社會(huì )主義思想為指導，全面貫徹落實(shí)黨的二十大和二十屆二中全會(huì )精神，堅持穩中求進(jìn)工作總基調，完整、準確、全面貫徹 新發(fā)展理念。

It was emphasized at the meeting that to do a good job in the economic work next year,it is necessary to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th CPC National Congress and the Second Plenary Session of the 20th CPC Central Committee,adhere to the general principle of seeking progress while maintaining stability,and faithfully implement the new development philosophy on all fronts.

13.會(huì )議要求，明年要堅持穩中求進(jìn)、以進(jìn)促穩、先立后破，多出有利于穩預期、穩增長(cháng)、穩就業(yè)的政策，在轉方式、調結構、提質(zhì)量、增效益上積極進(jìn)取，不斷鞏固穩中向好的基礎。

It was emphasized at the meeting that next year,it is necessary to adhere to the general principle of seeking progress while maintaining stability,promoting stability through progress,and establishing the new before abolishing the old.It will be essential to implement policies that are conducive to stabilizing expectations, growth,and employment.More efforts will be needed when it comes to taking proactive measures in transforming methods,adjusting structures,raising quality,and increasing efficiency,with a view to continuously strengthening the foundation for stability and improvement.

14.會(huì )議強調，明年要圍繞推動(dòng)高質(zhì)量發(fā)展，突出重點(diǎn)，把握關(guān)鍵，扎實(shí)做好經(jīng)濟工作。

It was stressed at the meeting that next year we shall focus on promoting high- quality development,give prominence to key areas,grasp key points,and carry out economic work in a down-to-earth manner.

15.會(huì )議指出，要深刻領(lǐng)會(huì )黨中央對經(jīng)濟形勢的科學(xué)判斷，切實(shí)增強做好經(jīng)濟工作的責任感使命感，抓住一切有利時(shí)機，利用一切有利條件，看準了就抓緊干，能多干就多干一些，努力以自身工作的確定性應對形勢變化的不確定性。

The importance was emphasized at the meeting to fully understand the CPC Central Committee's sound judgment of the economic situation,and effectively strengthen the sense of responsibility and mission in doing a good job in economic work.It will be essential to make use of all opportunities and conditions to do as much as possible once the right decision is made, and try to deal with the uncertainties of current situation with the certainty of our own endeavor.
